This organization is named “the Science and Technology Alliance for the Belt and Road Initiative”. Hereinafter referred to as “Alliance”, and STABRI in abbreviation in the English language. The Alliance was initiated together by People’s Republic and China and Republic of Kazakhstan, registered in the Republic of Kazakhstan.

About Nature

The Alliance is a non-governmental, non-profit international organization that has voluntarily formed by the world’s outstanding scientific organizations, institutions, enterprises, excellent scientists, scientific and technological human resources and technology enthusiasts.

It is based on the laws of the People’s Republic of China, the laws of the Republic of Kazakhstan, a Joint statement on the establishment and development of strategic partnership of cooperation between People’s Republic of China and Republic of Kazakhstan, and associations established by the relevant international agreements.

Our Purpose

  1. The Alliance is aimed to build up a “healthy, intelligent, sustainable community of common destiny”to provide key technological support for building up a “green silk road”, “peace silk road”, “wisdom Silk Road” and “innovative one belt one road” through scientific and technological innovation, system innovation, management innovation and concept innovation, and lets science and technology play the key role in leading the “human community of common destiny”.
  2. The Alliance insists on the idea that science and technology is the first productive force,insists on innovation as the leading power to achieve development, insists on human as the first resources to support development, insists on unity is strength, insists on collaborative innovation, associate the science and technology power of nations along the road map of “one belt one road”, to create a cross country, cross region, cross domain, cross industry common think tank, to generate a significant impact in promoting regional prosperity, strengthening the humanities and cultural exchanges and enhancing the well-being of all people all around the world.
  3. Build up an open, hub, cooperative, platform type of world science and technology organization,become a scientific concept and resource convergence platform, cultivate an international perspective, service regional development of outstanding scientific talents; become scientific research collaboration platform, together to enhance the overall status of high-tech research and international influence under “one belt one road”; to become a scientific and technological community and a benign interactive platform where governments and enterprises can discuss science and technology, economic, social, environmental and other related issues, to promote the deep integration of production and research, social services; to promote the understanding of different cultures, to build up a bridge between human being from different nations with understanding, tolerance, and to learn from each other; to become an international cooperation and exchange platform, to promote and deepen the experience exchanging, collaboration and cooperation between regions ,to donate wisdom power to solve the regional and global issues.
  4. To provide service for the growing scientific and technological cooperation between members and membersmembers and non-members through a network which is established by the Alliance with the political, business and academic connections.

    Conscientiously serve for science and technology staffs, serve for innovation-driven development to improve people’s scientific quality, serve for the government scientific decision-making, reflect the views of scientific and technological staffs advice, secure the legitimate rights and interests of science and technology staffs, and create a good scientific culture atmosphere, promote the prosperity and development of science and technology, promote the popularization of science and technology, promote the growth and improvement of scientific and technological talents.

  1. The Alliance sets up with full members and informal members. Initiative members, honorable members, diamond members and platinum members are full members; regular members and temporary members are informal members.

  4. Diamond members and Platinum members are individuals, companies and research and education organizations that participate in all the activities of the Alliance, including the decision-making process whose application has been approved.
  5. Ordinary members refer to individuals, enterprises and research and education organizations whose applications have been approved for the purpose of attending, observing the annual meetings and other activities.
  6. Temporary members are individuals, businesses and organizations pay a fee at one time that has been approved for attendance, attendance of annual meetings and other business activities, and whose applications have been approved.

Membership qualification

Membership rights

Formal members obtain the following rights.

  2. Advice rights on annual meetings and other events.
  3.  Participate in the annual meetings.
  4. Prior and direct communication with government, business and academic leaders.
  5. Obtain the information provided by the Alliance, and authorized to use the alliance information database.
  6. Seek business opportunities through the network established by the Alliance.
  7. Get support from “organization diagnosis”.
  8. Consign the Alliance to hold symposiums on concerned issues.
  9. Consigned the Alliance to conduct technical market analysis and legal advice.
  10. Consigned the Alliance to recommend or train personnel.
  11. Prior obtain the right to host or sponsor all kinds of activities organized by the Alliance.
  12. Authorized to obtain the naming rights under the Alliance membership.
  13. Obtain the annual audit report submitted by the international auditing firm.
  14. Obtain all kinds of preferential rights given by the Alliance.
  15. Obtain other rights conferred by the Council of the Alliance. If formal members willing to obtain rights from the above article 7 to 10, the Alliance will charge a related fee.

Ordinary members obtain the following rights

  1. Participate in the annual meetings.

Temporary members obtain the following rights

  1. One-time attendance, observe the annual meeting or other activities.
  2. Obtain specific activity related rights.

Membership obligation

  1. Obey and execute decisions of the Alliance.
  2. Obey charter and related rules of the Alliance.
  3. Participate in membership meeting and other activities on time.
  4. Protect legal rights of the Alliance.
  5. Pay membership fee according to rules.
  6. Provide true and reliable document and information to the Alliance.
  7. Other obligations set by the council.

Membership withdraw

  1. Members have the rights to withdraw.
  2. Members decide to withdraw, should present notice in written two months in advance to the Chairman of the Council. Once get the confirmation in written by the Secretary authorized by the Chairman of the Council, membership is deemed to be terminated.
  3. Members will withdraw the program according to the relevant provisions of the member recruitment rules.

Membership termination

Any member who has committed an offense or has lost contact for more than two years, the Secretariat shall be entitled to terminate membership by the Council, but shall inform the member in advance and the member has the rights to request a hearing meeting.
